Alameda County's Health Services Program is administered by the Alameda County Health Care Services Agency and includes the following program areas:

- Medical Care
- Behavioral Care
- Public Health
- Agency Administration and Finance
- Alliance for Health

In 1994, the Agency underwent a major restructuring that realigned services, which resulted in the creation of the above-referenced departments in order to accommodate the demands of a primary care focused health care delivery system and create an organization structure that is better positioned for managed care services delivery.
